On Monday 28 November, the Minister attended the Munich Security Conference dinner, where he addressed the Romanian Prime Minister Nicoal Ciuca and delivered a speech on behalf of the Czech EU Presidency, in which he stressed the continued support for Ukraine against Russian aggression.

On 29 November, Minister Lipavsky delivered a key-note speech at the Aspen Bucharest Forum organised by Aspen Institute Romania together with the German Marshall Fund of the United States. The Embassy of the Czech Republic in Romania was a partner of the Forum. In his speech, the Minister addressed the situation in Ukraine and the need to continue to support Ukraine in its fight against Russian aggression. Other participants in the forum were Jens Stoltenberg (NATO Secretary General), Mevlüt Çavuşoğlu (Turkish Foreign Minister), Mircea Geoană (NATO Deputy Secretary General) and others.

The NATO ministerial meeting in Bucharest on 29-30 November reaffirmed the unity of the Alliance and the commitment of the Allies to support Ukraine. Minister Lipavsky confirmed NATO's readiness to continue to support Ukraine, including by supplying material under the Alliance's Comprehensive Assistance Package project.

During the meeting, Minister Lipavsky condemned Russia's aggression and crimes against Ukraine and its people. "Putin is trying to use winter as a weapon against Ukrainian civilians and to divide us all. We will not relent in our support for Ukraine and we will continue to support Ukraine until the Ukrainian army prevails. We will never recognise Russia's illegal annexations, which are in flagrant violation of the UN Charter. We will continue and intensify our political and practical support for Ukraine, because Ukraine also defends our security," said Minister Lipavsky.

Minister Lipavsky also attended the commemoration of the 20th anniversary of the NATO Summit in Prague, where Romania was invited to join the North Atlantic Treaty Organisation along with six other member states. In this context, he praised the efforts of Václav Havel, who considered the Czech Republic's membership in NATO to be crucial.

On Wednesday, 30 November, the ministers mainly discussed further support to Ukraine, ways to strengthen NATO's resilience and the challenges posed by China to international security. Ministers also met with counterparts from Georgia, Moldova and Bosnia and Herzegovina to express the Alliance's strong support for these partners. They also discussed the security situation in the Western Balkans and the Black Sea region. On the sidelines of the conference, Minister Lipavský met with Romanian Foreign Minister Bogdan Aurescu, Lithuanian Foreign Minister Gabrielius Landsbergis and his Latvian counterpart Edgars Rinkēvičs.
