Studied analytical chemistry at Charles University.

Mr. Skalník worked as the deputy mayor in the years 1990–1994, and for the following 4 years as the mayor in Polička in the Svitavy Region. In 1999, he joined the diplomatic service, worked in the minister's cabinet, and served his first posting at the embassy in Washington. He subsequently worked as director of the Department of American States. His next posting was the deputy ambassador in the Netherlands. After returning to Prague, he worked in the department of Northern and Eastern Europe. Mr. Skalník was appointed the Czech ambassador to Bosnia and Herzegovina in 2015. Before his current position, H.E. Skalník worked at the headquarters of the Ministry of Foreign Affairs as the head of the Western Mediterranean unit.

Ambassador Skalník is married and has one son.
